摘　　要：社会治理现代化是中国式现代化的重要组成部分,更是国家治理能力的结构性力量。公安机关作为社会治理的主要力量,公安社会治理承担着维护社会秩序,构建新安全格局的重要使命,乡村治理作为公安社会治理的重要组成部分,其中乡村治安治理是构建新安全格局的基础性工程。“警察下乡”承担着维护乡村治安秩序,保障农业农村蓬勃发展,提升乡村治理效能的重要职责。“一村一警”警务制度在这一过程中发挥着不可或缺的作用,但由于受到基层警力、传统运动式治理理念、乡村结构变化以及非乡村内生力量等多方影响,使得“警察下乡”治理效能受到一定阻碍。因此,为响应公安工作现代化的时代需求,满足公安社会治理乡村实践,从构建乡村治安治理共同体出发,以当前“一村一警”警务制度为载体,通过警民共建,强化基层党组织作用等实践路径构建乡村治安治理共同体,从而保障乡村治安秩序,创新治安治理理念。The modernization of social governanceis an important part of Chinese modernization and a structural force of national governance capacity.As the main force of social governance,public security organs bear the important mission of maintaining social order and building a new security pattern.Rural governance is an important part of public security social governance,and rural public security governance is the basic project of building a new security pattern."Police going to work in the countryside"bears the important responsibility of maintaining the order of rural security,ensuring the vigorous development of agriculture and rural areas,and improving the efficiency of rural governance.The policing system of"one village,one police"plays an indispensable role.However,due to the influence of grass-roots police force,traditional campaign-style governance concept,rural structural change and non-rural endogenous forces,the governance efficiency of"police going to work in the countryside"has been hindered.Therefore,in response to the needs of the modernization of public security work and to meet the practice of public security social governance in rural areas,starting from the construction of a rural public security governance community,using the current"one village,one police"policing system as the carrier,through practical paths such as police civilian co-construction and strengthening the role of grassroots party organizations,to build a rural public security governance community,thereby ensuring rural public security order and innovating the concept of public security governance.
