多院区一体化促进优质医疗资源扩容下沉的宁夏实践

摘　　要：为解决宁夏南部山区医疗资源短缺和百姓看病难的问题,宁夏回族自治区人民医院不断探索多院区一体化跨区域扩容下沉优质医疗资源模式,最终与海原县政府合作并全权托管宁南医院,建成了五个院区一体化发展格局。通过下沉人力资源、设备资源、技术资源、教学资源、管理资源和服务模式等,实现了宁南医院与银川四个院区医疗服务、临床诊断、医疗质量、教学培训和治理机制同源化、同质化、一体化发展,助力医疗健康扶贫。针对优质医疗资源扩容下沉过程中出现的挑战,提出应对举措,为三级公立医院优质医疗资源扩容和区域医疗中心建设提供了有益借鉴。In order to solve the problem of shortage of medical resources and difficulties for people to see a doctor in the southern mountainous area of Ningxia,the People's Hospital of Ningxia Hui Autonomous Region had continuously explored the model of multi-hospital integration,cross-regional expansion and sinking of high-quality medical resources,and finally cooperated with the Haiyuan County government and fully hosted the Ningnan Hospital to estublish an integrated development pattern of five hospitals and districts.Through the sinking of human resources,equipment resources,technical resources,teaching resources,management resources and service models,the homology,homogenization and integration mode of medical services,clinical diagnosis,medical quality,teaching and training and governance mechanisms of Ningnan Hospital and Yinchuan Hospital had been realized to help poverty alleviation in medical health.This paper proposed countermeasures to the challenges arising in the process of expansion and subsidence of high-quality medical resources,which provided a useful reference for the expansion and subsidence of high-quality medical resources in tertiary public hospitals and the construction of regional medical centers.
