全面从严治党“四责协同”机制向基层党支部延伸路径研究

摘　　要：为深入贯彻落实全面从严治党“四责协同”机制要求,上海市松江区某公立医院在党委层面有效推进“四责协同”机制的基础上,持续探索在党支部层面建立党支部主体责任、支部书记第一责任、支部纪检委员监督责任、核心小组成员“一岗双责”的“四责协同”机制。以问卷调研的方式了解职工对党支部工作和党支部“四责协同”机制建设的满意度水平及意见建议,查找支部建设中存在的问题,并通过建立正风肃纪“320”文化体系、制订管党治党“三清单”、建立“协同监督”管理平台等路径,促进各方责任协同、联动、落实,建立横向到边、纵向到底的责任落实机制,形成上下齐心、同频共振、同向发力的工作局面,为推进全面从严治党向纵深发展提供重要支撑。In order to thoroughly implement the requirements of the"four-responsibilities coordination"mechanism for comprehensively and strictly governing the Party,a public hospital in Songjiang District,Shanghai,has effectively promoted the"four-responsibilities coordination"mechanism at the Party committee level,it continued to explore the establishment of the"four-responsibilities coordination"mechanism at the party branch level,including the main responsibility of the party branch,the first responsibility of the branch secretary,the supervisory responsibility of the branch discipline inspection committee,and the"one post and two responsibilities"of the core group members.A questionnaire survey was used to investigate the satisfaction level and suggestions of employees on the work of the Party branch and the construction of the"four-responsibility coordination"mechanism of the Party branch,to find out the problems existing in the construction of the branch.Through the establishment of the positive discipline"320"cultural system,the establishment of"collaborative supervision"management platform,the formulation of the"three lists"of Party management and Party governance path,it promoted coordination,interaction and implementation of the responsibilities of all parties.It established a mechanism for implementing responsibilities from the horizontal to the edge and from the vertical to the end,and formed a working situation in which all levels worked together,resonated in the same frequency,and made concerted efforts.It provided important support for deepening the development of comprehensive and strict Party governance.
