经济全球化规则制约非洲工业化的历史分析

摘　　要：纵观1500年全球化启动后的历史,工业化在全球各地的扩散受制于西方制定和解释之经济全球化规则,全球再生产因之不可持续。凝聚全人类共识、重塑规则,构建共同发展的人类命运共同体,需要具体研究既有规则形成和维持的历史线索并揭示出改变现状的可行路径,以工业化滞后的非洲为例能更好地实现此一目标。西方主导下的经济全球化不仅使得非洲丧失工业传统而且使它受束缚于单一经济无法构筑起外部资金技术、劳动力收益和国内外市场需求之间的良性循环,工业丧失起飞的环境,即便市场和生产要素较为充沛的尼日利亚同样如此。尼日利亚工业化出路短期在于政府治理方式突破西式规则制约,中期在于培育以国内市场为核心的生产要素再循环,长期在于以多边贸易通向共同发展,长远在于构建公平公正的全球经济治理体系,整个非洲、全球亦是如此。Since the beginning of globalization in 1500 years,the spread of industrialization around the world is subject to the rules of economic globalization formulated and interpreted by the West,which makes global reproduction unsustainable.To build consensus of the whole world,reshape rules,and construct the common development of a community with a shared future for mankind,it is necessary to specifically study the historical clues of the formation and maintenance of existing rules and reveal the feasible path to change the status quo.Taking Africa,which is lagging behind in industrialization,as an example,can better get this goal.The economic globalization led by the west not only makes Africa lose its industrial tradition but also makes it bound to a unit economy unable to build a good cycle between external capital and technology,labor gains and domestic and foreign market demands.The industry loses the environment for take-off,even in Nigeria where the market and production factors are relatively abundant.Nigerian,African and Global way of industrialization lies in,in the short term,breaking through the constraints of western rules in its governance;in the medium term,it lies in cultivating the recycling of production factors with the domestic market as the core;in the long term,it lies in pursuing common development through multilateral trade;and in the longest term,it lies in building a fair and just global economic governance system.
