现代环境治理体系中的排污许可制度分析与建议

摘　　要：构建现代环境治理体系的目标,是到2025年,建立健全环境治理的领导责任体系、企业责任体系、全民行动体系、监管体系、市场体系、信用体系、法律法规政策体系,落实各类主体责任,提高市场主体和公众参与的积极性,形成导向清晰、决策科学、执行有力、激励有效、多元参与、良性互动的环境治理体系。排污许可制度作为现代环境治理体系的重要抓手,通过健全排污许可制度可以衔接各项生态环境管理制度,落实企事业单位环境保护责任,强化生态环境监督监管,进一步加强生态环境信息公开,提升现代环境治理效能,促进环境保护和治理工作健康发展。文章就现代环境治理体系中的排污许可制度进行相关分析和探讨。The goal of building a modern environmental governance system is to establish and improve a leadership responsibility system,corporate responsibility system,national action system,regulatory system,market system,credit system,legal and regulatory policy system for environmental governance by 2025,implement various subject responsibilities,improve the enthusiasm of market subjects and the public to participate,and form a clear direction an environmental governance system with scientif ic decision-making,strong execution,effective incentives,diverse participation,and positive interaction.The pollution discharge permit system,as an important lever in modern environmental governance system,can connect various ecological environment management systems by improving the pollution discharge permit system,implement environmental protection responsibilities of enterprises and institutions,strengthen ecological environment supervision and supervision,further strengthen the disclosure of ecological environment information,improve the eff iciency of modern environmental governance,and promote the healthy development of environmental protection and governance work.This article analyzes and explores the emission permit system in the modern environmental governance system.
