摘　　要：党的二十大报告明确提出积极稳妥推进碳达峰碳中和。双碳目标是我国生态文明建设的重要抓手与经济社会实现全面绿色低碳转型的重要政策指向,现已成为攀西康养旅游产业面临绿色低碳转型的重要价值指引。双碳目标为攀西康养旅游设定了新的发展框架并在一定程度上指引着攀西康养旅游竞合模式创新的基本走向与发展维度。目前,攀西康养旅游相关产业相对较为传统,降碳潜力较大,但因理论研究上、实践发展上、政策行动上存在缺位,与低碳旅游发展的要求有相当的差距,要实现攀西区域康养旅游的“双碳”目标,搭建协同有序的竞合模式,还面临诸多挑战,亟待构建基于“价值共创-目标驱动-主体协同-工具整合-多元互动”的竞合发展新模式。应加大政策供给,夯实低碳康养旅游的制度体系;完善基础设施,构建便捷完善的绿色交通网络;依托资源优势,实现业态融合高质量发展目标;加大技术创新,实施低碳技术创新发展新模式;紧跟市场脉搏,拓展低碳生态宜居康养新空间;拓宽人才供给,健全复合型跨界人才培育机制六个维度为抓手。Report of the 20th National Congress of the Communist Party of China explicitly proposed the steady promotion of carbon peaking and carbon neutrality goals which are important measures for the construction of ecological civilization in China and an important policy direction for the comprehensive green and low-carbon transformation of economy and society,which has become an important value guide for the transformation and upgrading of health and wellness tourism in Panxi regions.The goals have established a new development framework for health and wellness tourism in Panxi regions and to some extent guided the basic trend and development dimension of innovation in the competitive cooperation model of health and wellness tourism in Panxi regions.At present,the industries related to health and wellness tourism in Panxi regions are relatively traditional with great carbon reduction potential,however,there is a considerable gap with the requirements of low carbon tourism development due to the absence of theoretical research.practical development,and policy action.In order to achieve the“carbon peaking and carbon neutrality goals”of health and wellness tourism in Panxi regions and build a synergistic and orderly competitive cooperation model,there are many challenges and it is urgent to construct a new competitive development model based on“value co-creation-goal-driven-main body coordination-tool integration-multi-element interaction”.By adopting different measures at six dimensions,we should increase policy supply,consolidate the system of low carbon health and wellness tourism;improve infrastructure,construct a convenient and perfect green transportation network;rely on resource advantages,achieve high quality development goals of business integration;increase technological innovation,implement new model of low carbon technological innovation development;keep up with the market changes,explore new spaces of low carbon ecological livable health care;broaden talent supply,establish sound mechanism of compoun
