政策工具视角下辽宁省高端装备制造业产学研协同创新公共政策作用力评价与反思

摘　　要：针对供给侧与需求侧协同性改革力度不足仍然突出这一导致辽宁省高端装备制造业产学研协同创新势能及其溢出效应尚未充分形成的主要原发性原因,反思制约辽宁省高端装备制造业高质量发展的关键症结。搜集选择辽宁省高端装备制造业发展进程中与产学研协同创新相关的222份公共政策文本,运用政策工具理论,构建“政策工具-政策生命周期-政策作用力”分析框架,探讨政策的使用结构、分布状态和作用力度。结果发现:政策工具的使用存在结构失衡及不同维度上的短板,且政策生命周期的连续使用存在局限;政策生命周期中的政策文本分布状态失调;政策作用力的强制影响和主体关联不够充分。针对辽宁省高端装备制造业产学研协同创新公共政策存在问题,提出进一步调整政策工具使用结构、优化政策周期分布状态、促进政策作用力集成、突破政策工具使用界限等对策建议。Aiming at the insufficient synergistic reform of the supply side and demand side,which is the main source of the potential energy of collaborative innovation between industries,universities and research institutes,and its spillover effect of Liaoning high-end equipment manufacturing industry that has not yet been completely formed,and reflecting on the key problems restricting the high-quality development of Liaoning high-end equipment manufacturing industry,this paper collects and selects 222 public policies related to collaborative innovation between industries,universities and research institutes in the process of Liaoning high-end equipment manufacturing industry development,uses the theory of policy tools to construct the analytical framework of"policy tools-policy life cyclepolicy force",and explores the structure,distribution status and strength of the use of policies.The results show that there are structural imbalances and shortcomings in the use of policy tools in different dimensions,and limitations in the continuous use of policy lifetime,the distribution of policy texts over the life of the policy is not sequential,and the mandatory impact and subjective association of policy forces are insufficient.Considering the problems of the public policy of collaborative innovation among industries,universities and research institutes in Liaoning high-end equipment manufacturing industry,it puts forward countermeasures and suggestions for further adjusting the structure of the use of policy tools,optimizing the distribution of the policy life cycle,promoting the integration of policy forces,and breaking through the boundaries of the use of policy tools.
