犬猫产地检疫工作中存在的问题及改进措施

摘　　要：目前我国犬猫饲养数量逐年增多,其流动性不断增强。长期以来,农业农村主管部门不断出台相关检疫规程及规范性文件,加强犬猫的产地检疫。由于犬猫具有一定的特殊性,各地在开展犬猫检疫工作中出现一些问题和监管盲区:检疫人员对犬猫检疫的认识不一致,未及时公布指定的检疫检测实验室名单,产地检疫方法轻触诊和听诊,滥用实验室检测及检测收费高,交易犬猫时无检疫证明或通过自驾车运输犬猫躲避检疫监管。建议各地尽快制定犬猫检疫方面的政策,从加大宣传及监管执法力度,明确动物检疫范围,加强培训,不断完善产地检疫环境基础设施,积极探索产地检疫制度创新等方面,多方位改进措施,为犬猫产地检疫提供强有力的支撑,以防狂犬病等犬猫疫病的传播、流行,保障公共卫生安全。As the number of domestic dogs and cats is increasing year by year,with increasing movement,relevant quarantine regulations and normative instruments have been continuously published by authorities responsible for agriculture and rural affairs,to improve dog or cat quarantine at the place of origin.Due to the unique characteristics of dogs and cats,the following shortages and supervision gaps in local implementation of quarantine were found:inconsistent awareness of officials towards dog or cat quarantine;delay announcement on the list of designated laboratories;underestimation of the importance of palpation and auscultation;misuse of laboratory test and high charges;lack of quarantine certificates when dogs or cats were bought or sold,or escaping from quarantine supervision through transporting dogs or cats by a private vehicle.Local authorities were thus recommended to formulate policies on dog or cat quarantine soonest,and to improve countermeasures through increasing publicity and regulatory enforcement efforts,clarifying the scope of animal quarantine,strengthening training,continuously improving the infrastructure for quarantine at the place of origin,and actively developing the quarantine system,to provide strong support for dog or cat quarantine at the place of origin,with a view to preventing any spread and prevalence of dog or cat diseases including rabies,and safeguarding public health safety.
