摘　　要：当前我国基本已全面解决农村贫困问题。但在乡村振兴战略下,我国农村出现新贫困、发展遇到新难题,脱贫致富迎来新起点。该文围绕扶贫到脱贫、脱贫到发展、发展到持续这一新难题,提出坚持人民中心理念、实施科学部署新思路,并提出应从提高农民积极性、盘活农村资源、完善基础设施建设及加强政策保障层面逐步推入农村脱贫治理工作。At present,China has basically solved the problem of rural poverty in a comprehensive way.However,under the strategy of rural revitalization,China's rural areas have encountered new poverty and new problems in development,and ushered in a new starting point for getting rid of poverty and becoming rich.Centering on the new difficult problem of poverty alleviation to poverty alleviation,poverty alleviation to development and sustainable development,this paper puts forward a new idea of adhering to the people-centered concept and implementing scientific deployment.It is also proposed that the work of poverty alleviation in rural areas should be gradually promoted from the aspects of improving farmers'enthusiasm,invigorating rural resources,improving infrastructure construction and strengthening policy guarantee.
