社会工作介入未成年人监护体系建设的“最佳实践”——以广东省未成年人救助保护 机构能力建设项目为例

摘　　要：近年来,党和政府对未成年人监护困境问题愈发重视,相关的法律修订亦取得了突破性进展,但专业社会工作在我国未成年人监护体系中的角色和作用亟待明晰。本研究将“最佳实践”的方法论应用至未成年人保护社会工作领域,根据标杆环模型的步骤,对广东省未成年人救助保护机构能力建设项目所介入的49个监护困境未成年人案例进行经验萃取,详细地报告了社会工作者在发现与强制报告、监护评估、监护安置、监护监督与保障等环节的17项最佳实践。这些研究发现不仅体现了社会工作介入未成年人监护困境的专业性和有效性,还为日后的实务铺开提供了重要的操作性指引。In recent years,the Party and the government have paid great attention to the plight of minors’guardianship,and relevant laws have also made breakthrough progress.However,the roles and effects of professional social work in China’s juvenile guardianship system need to be clarified.This study applies the methodology of“best practice”to the field of social work for the protection of minors.According to the steps of the benchmarking cycle model,it extracted the experience of 49 cases of minors with guardianship problems,who had been involved in the capacity building project of Guangdong Province’s juvenile assistance and protection institutions.It reported in detail 17 best practices of social workers in the links of discovery and mandatory reporting,guardianship assessment,guardianship placement,guardianship supervision and support.These findings not only reflect the professionalism and effectiveness of social work intervention in the plight of minors,but also provide vital operational guidance for future practice.
