摘 要:针对城市轨道交通运营全过程,首先对风险和风险点等基本含义进行了梳理,明确主动防控的内涵,提出以风险点辨识、风险点关联分析和风险点排查治理为主要方法的主动防控策略,结合城轨运营现状对风险点按照IFOSE方法重新进行分类,采用主客观结合的条件判断法作为风险点辨识方法,辨识的关键包括事故报告记录的城轨运营组分、维修过程中故障率较高的组分单元以及运营过程中与其他组分关联度较高的组分节点,构建了基础设施类、运营设备类、运行调度类、车站组织类和运营环境类风险点集,为城轨运营管理中进行风险主动防控提供目标对象和方法指导。Aiming at the whole process of urban rail transit operation,this paper firstly sorts out the basic meanings of risks and risk points,clarifies the connotation of active prevention and control,and puts forward an active prevention and control strategy with risk point identification,risk point correlation analysis and risk point investigation and management as the main methods.In combination with the current situation of urban rail transit operation,risk points are reclassified according to IFOSE method,and subjective and objective conditional judgment method is adopted as the risk point identification method.The key to identification includes the urban rail operation components recorded in accident reports,component units with high failure rate during maintenance and component nodes with high correlation with other components during operation.Risk point sets of infrastructure,operation equipment,operation dispatching,station organization and operation environment are constructed to provide guidance on target objects and methods for active risk prevention and control in urban rail operation management.
