我国金融助力智慧农业发展路径研究

摘　　要：我国智慧农业处在起步探索阶段,存在聚焦生产型、综合服务型、农业供应链三种典型模式。针对智慧农业科技研发和落地应用两大环节,金融机构应聚焦为农业科技企业、中小型金融科技企业和新型农业经营主体提供融资支持。智慧农业发展对金融服务的特色化、综合性提出更高要求,针对智慧农业科技研发主体的金融支持力度有待加强,数据要素和数字技术改善金融效能潜力需要进一步释放,智慧农业为农业供应链金融创造新的发展空间。本文基于市场主体金融需求,给出金融助力智慧农业发展的路径建议:深度融入产业发展进程,着力提高金融服务质量;聚焦智慧农业科技研发,挖掘科研主体融资潜力;加强多方合作发展金融科技,提升金融风险把控能力;发挥农业供应链融资优势,推进农业供应链金融数字化转型。China's smart agriculture is in the initial stage of exploration,there exists three typical models in⁃cluding production-focused,integrated services,and agricultural supply chains.For the two major links of intelli⁃gent agricultural science and technology research and development and on-the-ground application,financial insti⁃tutions should focus on providing financing support for agricultural science and technology enterprises,small and medium-sized financial science and technology enterprises and new agricultural business entities.The develop⁃ment of smart agriculture puts forward higher requirements for the specialization and comprehensiveness of finan⁃cial services,the financial support for the main body of scientific and technological research and development of smart agriculture needs to be strengthened,the potential of data elements and digital technology to improve finan⁃cial performance needs to be further released,and smart agriculture creates a new space for the development of ag⁃ricultural supply chain finance.Based on the financial needs of market players,this paper provides following sug⁃gestions on the path of finance supporting the development of smart agriculture:deeply integrating into the process of industrial development and improving the quality of financial services;focusing on the research and develop⁃ment of smart agricultural science and technology and tapping the financing potential of scientific research sub⁃jects;strengthening multi-party cooperation in the development of financial science and technology,and enhanc⁃ing the ability to control financial risks;giving full play to the advantages of agricultural supply chain financing and promoting its digital transformation.
