摘  要:2015年群团改革以来,基层工会按照强“三性”、去“四化”的改革要求,全面展开改革实践。构建基层工会工作成效评价体系,可以客观评价前一阶段的改革成效,摸清当前基层工作遇到的突出问题。基层工会是工会改革和建设的核心议题,对其工作进行评价应选择广义概念和整体性目标。本文以小三级工会为基层工会概念的实体,通过梳理2015年以来全国总工会出台的涉及小三级工会组织建设的文件,确定政治引领、组织建设、职责履行、组织活力四项评价维度,并进行指标转化,最终形成33项评价指标。Since the group reform in 2015,grassroots trade unions have comprehensively carried out reform practices in accordance with the requirements of strengthening“three characteristics”and eliminating“four modernizations”.Building an evaluation system for the effectiveness of grassroots trade union work can objectively evaluate the effectiveness of the previous stage of reform and identify the prominent problems encountered in current grassroots work.Grassroots trade unions are the core issue of trade union reform and construction.The evaluation of their work should choose a broad concept and overall goals,specifically with small and tertiary trade unions as the evaluation objects.This article identifies four evaluation dimensions of political leadership,organizational construction,legal performance,and organizational vitality by reviewing the documents related to the construction of small and tertiary trade unions issued by the National Federation of Trade Unions since 2015,and converts the indicators to form 33 evaluation indicators.
