摘　　要：深入探寻数据要素驱动下政企合作的作用机制,并在此基础上,以企业尤其是信息技术企业为样本,重点在参与主体、协作方式、工作机制和支撑保障等方面提出思考,从而有针对性地找到破解数字政府建设中政企合作困境的新出路。Further explore the mechanism of government-enterprise cooperation driven by data elements,and on this basis,take enterprises,especially information technology enterprises,as samples,and put forward thoughts on the main participants,cooperation methods,working mechanisms and support guarantees,so as to find a new way out to solve the dilemma of government-enterprise cooperation in the construction of digital government.
