摘  要:采用数据包络分析法(DEA)对中国科学院70家院属研究单位2020年科技成果转化效率进行测度。研究表明,多数院属研究单位的科技成果转化效率为非DEA有效,且处于规模收益递增阶段;各研究单位间的科技成果转化效率差异较大,处在低投入低产出阶段的研究单位占多数;投入冗余率和产出不足率普遍较高,相应的投入和产出改进幅度都有较大的优化空间。最后,基于中国科学院科技成果转化效率测度分析结果,分别从政府层面、中国科学院层面以及院属科研单位层面提出了推动科技成果转化效率的相关建议。Based on the relevant data of the transformation of scientific and technological achievements of 70 research institutes affiliated to the Chinese Academy of Sciences in 2020,taking the Chinese Academy of Sciences as an example,the DEA method was used to measure the transformation efficiency of scientific and technological achievements of scientific research institutes.The research shows that most of the research institutes affiliated to the institute are non-DEA effective and are in the stage of increasing returns to scale;there are large differences in the efficiency of scientific and technological transformation among various research units,and the majority of research units are in the low-input and low-output stage;the input redundancy rate and output shortage rate are generally high,and the corresponding input and output improvement ranges have a large room for optimization.Based on the measurement and analysis results of the transformation efficiency of scientific and technological achievements of the Chinese Academy of Sciences,relevant suggestions for promoting the transformation efficiency of scientific and technological achievements are put forward from the government level,the level of the Chinese Academy of Sciences and the level of scientific research units affiliated to the academy.
