摘 要:为解决传统纸质或PDF文本的突发事件应对标准在实际应用中不能满足应急响应的快速性和精准性要求的问题,通过对数字化转型技术路径的调研,结合突发事件应对特征和相关标准的梳理分析,提出该领域“数据-模型-平台”的标准数字化转型研究模式,探究关键技术实现方法。研究结果表明:通过突发事件应对标准数字化转型可实现辅助决策的快速生成,同时能够通过标准知识的比对分析指导领域标准的研制。研究结果可为标准在突发事件应对中的高效应用提供新思路。In order to solve the problem that the emergency response standards with traditional paper or PDF text format cannot meet the requirements of rapidity and accuracy of emergency response in practical application,through the investigation of the technical path of digital transformation,combined with the analysis of the characteristics of emergency response and related standards,the standards digital transformation research mode of“data-model-platform”in this field was put forward,and the realization method of key technologies was explored.The research results show that the rapid generation of auxiliary decision-making can be realized through the digital transformation of emergency response standards,and the development of field standards can be guided through the comparison and analysis of standard knowledge.The research results can provide new ideas for the efficient application of standards in emergency response.
