经济安保视域下日本全球数字经济战略浅析

摘　　要：日本经济安保政策与其数字战略的关联愈发紧密,表现在重视先进数字技术产品安全性、加强出口管制能力建设与收紧人才政策、建立日美协调为核心的多层次技术联盟框架等方面。其核心特征是重视数据保护与供应链安全、利用产业政策引导数字产业发展及聚焦数字货币研发等内容。全球数字战略层面,日本愈加重视主导区域数字贸易规则与全球数字议程,深挖东南亚、南亚等海外数字市场,加强与美欧印澳等“价值观同盟”的数字合作。日本政府对华数字经济政策调整表现为国内关键数字领域排除中国企业,同时加速在东南亚、南亚等主要数字潜力区域的对华竞争态势,构筑日美技术同盟为核心的双多边数字技术联盟,并意图引领东亚乃至全球数字贸易规则等多个维度的战略性拓展。Japan's economic security policy is increasingly closely related to its digital strategy,which is reflected in the emphasis on the safety of advanced digital technology products,the strengthening of export control capacity building and the tightening of talent policy,and the establishment of a multi-level technology alliance framework with Japan-US coordination as the core.Its core features are the importance of data protection and supply chain security,the use of industrial policies to guide the development of digital industry and focus on digital currency research and development.At the level of global digital strategy,Japan attaches more importance to leading regional digital trade rules and the global digital agenda,digging deep into overseas digital markets such as Southeast Asia and South Asia,and strengthening digital cooperation with"Value Allies"such as the United States,Europe,India and Australia.The adjustment of the Japanese government's digital economy policy toward China is manifested in excluding Chinese enterprises from participating in key digital fields in Japan,intensifying competition with China in major digital potential regions such as Southeast Asia and South Asia,building a bilateral and multilateral digital technology alliance with the Japan-US technology alliance as the core,and intending to lead the strategic development of multiple dimensions such as East Asia and global digital trade rules.
