科技型企业以基层管理为“翘板”提升安全管理水平的探索研究

摘　　要：安全是科研的前提,强化管理、提升本质安全水平是科技型企业永恒的努力方向之一。从石油石化行业数十年生动实践中诞生的“三基”具有永不过时的精神内涵,能够为科技型企业夯实基层管理、打牢基础能力、提升本质安全提供强大理论支撑和具体实施路径。本文根据科技型企业的具体实践,从强化基层建设、基础工作、基本功训练三个关键入手,为强“三基”固根本、提升科技型企业本质安全提供经验支撑。Safety is a prerequisite for scientific research,and strengthening management and elevating the level of inherent safety is an eternal endeavor for technology-based enterprises.The"Three Fundamentals,"born from decades of vivid practice in the petroleum and petrochemical industry,has timeless spiritual connotations.It can provide powerful theoretical support and specific implementation paths for technology-based enterprises to solidify grassroots management,lay a solid foundation,and enhance inherent safety.Based on the specific practices of technology-based enterprises,this paper starts with three key aspects:strengthening grassroots construction,basic work,and fundamental skills training,providing experiential support for strengthening the"Three Fundamentals"and enhancing the inherent safety of technology-based enterprises.
