美国对台政策调整中的智库因素:以“全球台湾研究中心”为个案

摘　　要：近年来,美国行政当局和国会加大力度调整对台政策,不断冲撞历届政府遵守的“一个中国”政策。一些美国智库在此过程中扮演了不可或缺的角色,具有台湾地区民进党当局“官方”背景的全球台湾地区研究中心尤其活跃。这家致力于提升美台关系的小型智库地位特殊,擅长运用多种组合策略介入美国涉台政策过程。中美战略竞争的强化,为全球台湾地区研究中心影响美国对台政策提供便利,但长远来看,该智库在对台决策过程中的作用仍将受限。In recent years,the U.S.administration and Congress have made greater efforts to adjust U.S.policy towards Taiwan,which constantly collided with the“one China”policy claimed and followed by previous administrations.In this process,some American think tanks have been playing an indispensable role,among them the Global Taiwan Institute(GTI)-which has“official background”with the Democratic Progressive Party authorities of Taiwan-has played a proactive role.As a small-sized think tank that enjoys special status and is committed to enhancing U.S.-Taiwan relations,the GTI maintains a close relationship with the U.S.government and the Taiwan authorities of Democratic Progressive Party,and is adept at utilizing a variety of combined strategies to intervene in the U.S.Taiwan policy-making process.The intensified China-U.S.strategic competition facilitates the GTI to influence U.S.Taiwan policy.However,the GTI's role in U.S.Taiwan policy-making process will remain limited in the long run.
