精细化治理视角下城市社区公共体育服务供给如何有效提升居民获得感?——基于多案例的比较研究

摘　　要：城市社区公共体育服务治理精细化是新时代体育治理体系现代化和治理能力现代化的实践创新,准确把握基层体育精细化治理实践脉动,对推动公共体育服务高质量发展具有重要意义。选取五个基层体育治理典型案例,基于“理念-结构-技术”分析框架探讨了精细化治理视角下城市社区公共体育服务供给对居民获得感提升的要素组态、关键路径及有效经验。研究发现:从要素组态来看,五个基层体育治理实践案例呈现出阶段性演进图景,生动展现了“社会大圈子”“伙伴合作式”“动态精准治理”的发展脉络。关键路径包括物质触发路径“服务供给—需求满足”,以增强服务保障;心理调节路径“居民参与—需求满足”,以满足价值感知。经验汲取:理念人民性,保障民生主体建设与平衡供需以提高服务满意度;多元主体协同,专业分工与整合资源以提高服务能力;循数治理,数字赋能与平台治理以提高服务效能。Refined governance of public sports services in urban communities is a practical innovation for modernizing the sports governance system and governance capacity in the new era,and it is of great significance to accurately grasp the core of the grassroots sports refined governance practices in order to promote the high-quality development of public sports services.Based on five typical cases of grassroots sports governance,the study explored into the elemental patterns,key paths and effective experiences of the improvement of the residents’sense of gain through the provision of public sports services in the urban communities from the perspective of refined governance,based on the analytical framework of“concept-structure-technology”.It was shown that from the perspective of elemental patterns,the five cases of grassroots sports governance presented characteristics of a stage-by-stage evolution,vividly demonstrating the development of social circle,partnership,dynamic and precise governance.The key paths included service supply-demand fulfillment to enhance service guarantee,resident participation-demand fulfillment to satisfy the value perception,centering on the people’s rights to safeguard the main body of people’s livelihoods and balance the supply and demand so as to improve service satisfaction,on the coordination of multiple main bodies,professional division of labor and integration of resources to improve service capacity,on the digital governance,digital empowerment and platform governance to improve service effectiveness.
