摘　　要：中世纪世界范围内产生了三种具有代表性的经济制度类型,与此相适应产生了两种国家治理模式:中央集权制治理模式和分权制治理模式。秦朝郡县制中央集权制度的形成具有历史必然性,它是春秋战国时期各诸侯国拓疆辟土客观形势的产物,是消除战乱平定社会的迫切要求,是维护多民族统一及大国治理的客观需要。中国创立的中央集权制度,远远走在世界政治文明演进历史进程的前列,对世界政治文明发展作出了卓越贡献,体现出中华民族高度的政治智慧。中央集权制度是中华民族历史留给我们的一份宝贵政治文化遗产,对中华民族历史发展产生了深远影响。研究中国政治文化历史传统,对于我们走出一条适合中国国情、具有中国特色的政治发展道路,具有重要的理论和实践意义。In the Middle Ages,there were three representative types of economic institutions in the world.Accordingly,two modes of national governance were produced:Centralized system governance model and decentralized system governance model.The formation of the centralization system of prefectures and counties in Qin Dynasty has historical inevitability.It is the Spring and Autumn and Warring States period of various vassal states to expand the territory of the objective situation of the product.It is an urgent requirement to eliminate war and pacify society.It is an objective need to maintain the unity of multi-ethnic groups and the governance of a large territory.China created a centralized system which is far ahead of the historical process of the evolution of world political civilization and has made outstanding contributions to the development of world political civilization.It reflects the high political wisdom of the Chinese nation.The centralized system is a valuable political and cultural heritage left to us by the history of the Chinese nation.It has had a profound impact on the historical development of the Chinese nation.The study of the historical tradition of Chinese political culture is of great theoretical and practical significance for us to take a road of political development suitable for Chinese national conditions and with Chinese characteristics.
