摘 要:受国际政治形势影响,美国对中国半导体产业实施“技术封锁”导致其发展受挫。在此背景下,中国政府提出“自主创新”发展模式。聚焦中国半导体企业,探索政府支持(GS)、积极型市场导向(PMO)、科技人才投入(STTI)、科技人才管理(STTM)与创新绩效(IP)之间的关系。共回收调查问卷300份,通过对其进行有效性分析,再采用结构方程模型(SEM)路径分析进行假设检验。分析结果表明,政府支持对企业创新绩效的影响并不显著,而积极型市场导向、科技人才投入和科技人才管理则显著正向影响创新绩效。因此,以科技人才投入和科技人才管理作为自变量,凸显科技人才在半导体企业技术创新过程中的重要性,强调半导体企业创新的关键因素,对半导体企业开展创新实践具有重要指导意义。Affected by the international political situation,the United States imposed a“technology blockade”on China’s semiconductor industry,resulting in a setback in its development.This study focuses on Chinese semiconductor firms exploring the relationship between government support(GS),proactive market orientation(PMO),scientific and technological(S&T)talent input(STTI),S&T talent management(STTM)and innovation performance(IP).Three hundred valid questionnaires were obtained through the survey,which were first analyzed for validity and then tested for hypothesis using structural equation modeling(SEM)path analysis.The results of the analysis found that government support has no significant effect on innovation performance,while proactive market orientation,investment in scientific and technological talents and S&T talent input,and S&T talent management all have a significantly positive effect on innovation performance.Taking S&T talent input and S&T talent management as independent variables to illustrate the importance of S&T talent in the technological innovation process of semiconductor enterprises,and also to emphasize the key factors of semiconductor enterprises'innovation.This study is of guiding significance to the practice of semiconductor enterprises'innovation.
