摘  要:岗位设置是人事制度改革的重要内容之一,按岗聘任,以岗定薪。职称评聘是公立医院人力资源管理的核心内容之一,与医院人才队伍建设及学科发展关系紧密。公立医院在岗位设置的基础上开展职称评聘工作,以广州市某三甲公立医院的实际情况为例,对公立医院职称评聘的实践情况进行研究,通过分析岗位设置背景下职称聘任中出现的人员编制数限制、岗位数量总体不足、聘任岗位竞争激烈及考核管理等系列问题,论证岗位设置影响并制约医院的职称评聘的矛盾性,并提出科学核定公立医院编制数及岗位结构比例、制定灵活的岗位使用及聘任政策、加强聘后管理等建议及对策,让岗位设置与聘任工作更好地释放专业技术人才的活力,促进人才成长,充分发挥职称晋升激励机制在公立医院高质量发展中的作用。Job setting is one of the important contents of personnel system reform,which is based on job appointment and salary based on job.Professional title evaluation is one of the core contents of human resource management in public hospitals,closely related to the construction of hospital talent teams and subject development.On the basis of job setting,public hospitals carry out professional title evaluation and appointment work.Taking the actual situation of a third tier public hospital in Guangzhou as an example,by studying the practical situation of professional title evaluation and appointment in public hospitals,a series of problems such as personnel limit,overall insufficient number of positions,fierce competition for appointment positions,and assessment management are analyzed in the context of job setting,To demonstrate the contradiction between the impact and constraints of job placement on the evaluation and appointment of professional titles in hospitals,and to propose suggestions and countermeasures such as scientifically determining the number of public hospital staffing and job structure ratios,developing flexible job usage and appointment policies,and strengthening post employment management,in order to better unleash the vitality of professional and technical talents in job placement and appointment work,promote talent growth,and fully leverage the role of professional title promotion incentive mechanisms in the high-quality development of public hospitals.
