摘　　要：共建共治共享的社会治理制度是中国共产党从百年奋斗重大成就和历史经验中总结提炼的社会建设方针。基于共建共治共享的内涵讨论大数据赋能社会治理的逻辑,通过多元共建大数据平台,实现政府、企业、居民等多元社会主体的数据信息整合,识别居民的公共服务需求和意愿。在此基础上,提出政府统筹、企业参与、居民自治的多元共治机制,明确各主体的权责边界。基于大数据技术的量化评估体系,实现城乡融合发展的多元共享机制。共建共治共享的社会治理制度已形成清晰的战略规划,大数据赋能的实现路径已初见成效,但企业与居民等多元社会主体仍需在党和政府的统筹领导下协同发力,共同建设人民安居乐业、社会安定有序的平安中国。The emergence of big data technology,along with the reform of the social governance system and innovation of tools,has provided a technical foundation for the collaborative supply of public services.The concept of collaboration,participation,and common gains emphasizes the integration of government governance with social regulation and autonomous interaction among residents,highlighting the significant role diverse social entities play in constructing the social governance system.With the development of the contemporary socio-economic environment,diverse and collaborative social governance methods and institutional innovations have arisen.However,there is still progress to be made towards the goal of social governance,where every individual has responsibilities and reaps the benefits.Consequently,fully harnessing the empowering potential of big data technology,enhancing the effectiveness of social governance,and improving collaboration,participation,and common gains within the social governance system have become major concerns in this field.This paper explores the significance of collaboration,participation,and common gains in social governance within contemporary China.It draws upon insights and experiences from the academic community,focusing on six main areas:the overall leadership of the Party,prioritizing the people,democratic consultation,focusing on local governance,combining the rule of law with virtue,and empowering with technology.Based on this analysis,the paper presents a theoretical framework for the co-construction of big data,multi-subject co-governance,and integrated urban-rural sharing in three sections.Additionally,it presents three research questions:(a)how to determine citizens' demands and preferences for public services;(b)how to define the boundaries of co-governance among diverse social entities;and(c)how to facilitate the unrestricted flow of resources and elements between urban and rural areas.By addressing these central questions,the paper outlines a practical pathway for the developme
