数字创新如何影响城市经济差距——“数字鸿沟”还是“数字红利”

摘　　要：数字创新究竟是加剧不同区域间的“数字鸿沟”,还是给予欠发达地区更多的“数字红利”,从而缩小区域差距?这一问题的回答对于解决经济发展不平衡、不充分的现象具有重要意义。利用2003—2019年城市数据,本文研究发现:数字创新能够显著缩小城市经济差距,这得益于人工智能、云计算、大数据等数字技术的驱动作用。传导路径表明,数字创新能够通过降低失业率和缩小外资依存度等中介渠道来促进就业、拉动内循环,最终助益于缩小城市经济差距。调节机制显示,知识产权保护显著强化了数字创新在缩小经济差距中的“数字红利”,但快速扩张的城市规模制约了“数字红利”的效能发挥。此外,数字创新与城市经济差距之间存在U型关系,且这种关系会伴随时空差异发生显著变异。为此,政府需加大数字技术资金投入,加快数字基础设施建设,加强知识产权保护,完善相关法律体系。Does digital innovation exacerbate the"digital divide"among different regions,or does it provide underdeveloped areas with more"digital dividends"to narrow regional disparities?The answer to this question holds significant importance in addressing the issues of uneven and insufficient economic development.Utilizing urban data from 2003 to 2019,this study reveals that digital innovation can significantly reduce economic disparities between cities,due to the driving force of digital technologies such as artificial intelligence,cloud computing,and big data.The transmission pathways indicate that digital innovation can promote employment and stimulate internal circulation by reducing unemployment rates and decreasing reliance on foreign investment as intermediary channels,ultimately benefiting the narrowing of economic disparities between cities.The moderating mechanisms show that intellectual property protection significantly reinforces the"digital dividends"of digital innovation in narrowing economic disparities,but the rapid expansion of city size constrains the effectiveness of these"digital dividends."Furthermore,there exists a U-shaped relationship between digital innovation and urban economic disparities,and this relationship undergoes significant variations with spatial and temporal differences.This paper aims to provide digital solutions to improve the real-world challenges of regional economic disparities and inadequacies,contributing to valuable research in this field.
