基层政府职能社会化转移改革的生成逻辑与优化策略--基于对称性理论的案例研究

摘　　要：作为一项地方和基层自选性改革创新措施,政府职能社会化转移改革受到哪些因素的影响?改革的生成逻辑是什么?基于对称性理论分析框架,以2020-2021年大范围实施政府职能社会化转移改革的浙江省龙港市为个案,运用问卷调查和案例研究方法进行了实证分析。研究发现:第一,政府机构人员配置与治理任务不对称、公共服务供给与服务需求不对称,构成了地方推进政府职能社会化转移改革、实施治理创新的内外部因素。第二,职能转移意愿与承接意愿不对称、政府与社会组织治理能力不对称、改革实践与制度保障不对称等,是制约改革实施的重要因素。第三,遵循从非对称到对称的治理现代化逻辑,科学推进政府职能社会化转移,应建立、采取具有对称性功能的机制、策略,推动职能转变从着力解决分担问题走向着力解决共担问题,打造政府职能转变升级版,形成职能转移方(政府)、承接方(社会组织)、受益方(社会服务对象)之间多元协同共治格局。As a local and grassroots optional reform and innovation measure,what factors affect the introduction and implementation of the socialization of government functions?What is the creation logic of the reform?Based on the theoretical analysis framework of symmetry,taking Longgang City,Zhejiang Province as a case,which has implemented the reform of the socialization transfer of government functions on a large scale from 2020 to 2021,the empirical analysis is carried out using the methods of questionnaire survey and case study.The study found that:First,the asymmetry of government agency staffing and governance tasks,and the asymmetry of public service supply and service demand constitute the internal and external factors for local governments to promote the reform of socialized transfer of functions.Second,the asymmetry of the willingness to transfer functions and the willingness to undertake them,the asymmetry of the government and social governance capabilities,and the asymmetry of reform practice and institutional guarantees are important challenges that restrict the implementation of reforms.Third,it is necessary to scientifically promote the social transfer of government functions,establish and adopt mechanisms and strategies with symmetrical functions to form the collaborative and co-governance pattern.
