任务驱动型区域环境协同治理模式的演化与比较——以京津冀环境合作为例

摘　　要：提炼区域环境协同治理模式既是将中国鲜活环境治理实践探索进行理论抽象的必要途径,也是推进区域协调发展和环境治理体系现代化的内在需要。构建了包含“环境经济背景、初始条件情况、基本运行机制、协同组织演变、激励约束机制和治理模式评价”等“六个维度”的分析框架,以前、后两个阶段的京津冀环境治理为案例,深入考察了其所代表的从对等型到权威型演化的任务驱动型区域环境协同治理模式的治理结构和治理特点。研究发现,任务驱动型模式短期治理效果比较明显,但也存在层层加码等不足,未来需扩大治理主体,引入更多市场激励型手段,并构建长效机制。区域环境协同治理模式是“演化理性”和“建构理性”共同作用的产物,因此其既有内嵌于制度、文化、习俗的自发性,也具有人为的设计性和诱导的目的性。Refining the regional environmental collaborative governance pattern is not only a necessity of theoretically abstracting China′s fresh environmental governance practice,but also an internal need to promote regional collaborative development and the modernization of environmental governance system.An analytical framework of “six dimensions”including “environmental and economic background,initial conditions,basic operation mechanism,evolution of collaborative organization,incentive and restraint mechanism and evaluation of governance model” is constructed.The paper selects the previous stage and later one of Beijing-Tianjin-Hebei regional environmental collaborative governance as cases,and deeply investigates the governance structure and characteristics of the task driven pattern evolved from peer-to-peer to authority.Researches find that the short-term governance effect of the task driven model is relatively obvious,but there are also shortcomings such as taking excessive policy steps.In the future,it is necessary to expand the governance body,introduce more market incentive measures,and build a long-term mechanism.The regional environmental collaborative governance pattern is the product of both evolutionary rationality and constructive rationality.Therefore,it not only presents spontaneity embedded in institutions,culture and customs,but also features artificial design and inducing purpose.
