理解韧性治理的一个整合性理论框架--基于制度、政策与组织维度的分析

摘　　要：工业社会中形成的以综合化、专业化和标准化等科层制为主要特点的公共安全治理范式越来越难以应对日益复杂、不确定性的风险,走向韧性治理是后现代社会公共安全治理的必然要求。韧性治理将治理视为研究焦点,强调治理体系及治理能力的适应性,外显为治理机制在不确定环境中动态调适以保持演进活力,具有地方性、整体性、开放性、调适性的基本特征。基于现有的研究成果,从治理范式的三个维度即作为核心框架的制度、作为行为指导的政策、作为行动载体的组织着手,构建一个理解韧性治理的整合性理论框架,探讨如何使治理系统更好地适应风险、敏捷地应对风险,可以达到富有韧性的、良善的治理结果。围绕使治理系统兼具稳定性与灵活性的韧性治理目标,稳健的制度系统通过保有健全完整、多样嵌套及学习演进的基本特征以保障治理秩序的稳定,灵活的政策系统通过把握治理形势及时机随外部环境变化有准备地调适,弹性的组织系统通过调整规模结构、强化领导动员及文化营造促成治理系统在常态与非常态间衔接转换。三者在动态演变中相互建构,通过良性互动促成韧性结果的达成。制度为政策限定范围并在一定程度上拓宽政策的治理空间,同时指导组织行动并对组织认知、行为策略起决定作用。政策作为制度的具象化表征,自身的适应性执行有助于完善制度,并为组织提供行动策略,激发组织的自主性。组织能够将制度优势转化为治理效能,并对政策进行检验、防止政策走样。借助这一理论框架,可以系统、全面分析公共安全韧性治理的运行逻辑,也可以整体关注治理过程中从制度、政策到组织自上而下的行为表现与复杂互动,探析影响公共安全治理的一般性因果机制。The public security governance paradigm formed in industrial societies,which mainly char-acterized by a hierarchical system of integration,specialization,and standardization,is increasingly diffi-cult to cope with increasingly complex and uncertain risks,and the move towards resilient governance is an inevitable requirement for public security governance in post-modern societies.Resilient governance re-gards governance as the focus of research,emphasizes the adaptability of the governance system and gov-ernance capacity,and is outwardly manifested as the dynamic adaptation of the governance mechanism in an uncertain environment to maintain evolutionary vitality,with the basic characteristics of locality,whole-ness,openness,and adaptability.Based on the existing research results,we start from the three dimen-sions of the governance paradigm including the system as the core framework,the policy as the behavioral guidance,and the organization as the action carrier to build an integrated theoretical framework for under-standing resilient governance,and try to explore how to make the governance system better adapt to the risk and respond to the risk with agility,to achieve the resilient and benign governance results.Around the goal of resilient governance,which is to make the governance system both stable and flexible,the robust institu-tional system guarantees the stability of the governance order by maintaining the basic features of sound-ness,integrity,diverse nesting,and learning evolution;the flexible policy system is prepared to adapt to changes in the external environment by grasping the governance situation and its timing;the resilient organ-izational system facilitates the transition of the governance system between the normative and the non-norm-ative by adjusting its size and structure,strengthening leadership mobilization and creating a culture.These three elements are mutually constructive in dynamic evolution,and through positive interaction,they con-tribute to the achievement of resilient outcomes.The s
