摘　　要：开放共享公共数据资源是时代的要求。探索公共数据开放的质量控制机制,能够促进公共数据开放,提高公共数据资源的利用率。通过网络调查法,对上海市、深圳市、青岛市等10个城市的公共数据开放政策、平台建设、数据应用情况进行调查,依据调研结果以及相关经验,从政策保障机制、平台建设机制、开发利用机制3个方面构建公共数据开放质量控制机制。The open sharing of public data resources is a requirement of the times.By exploring the quality control mechanism of open public data,we promote the openness of public data and improve the utilization rate of public data.Through the web survey method,we investigate the open public data policies,platform construction,and data application situation in 10 cities,such as Shanghai,Shenzhen,and Qingdao.Based on the survey and related experiences,the quality control mechanism of the openness of public data is constructed in three aspects:policy guarantee mechanism,platform construction mechanism,and development and utilization mechanism.
