林业科研院所科研项目管理探析——以中国林业科学研究院热带林业研究所为例

摘　　要：随着我国科技体制改革的深化,“放、管、服”政策的落地,对林业科研院所科研项目管理提出了新要求、新挑战。科研项目不仅代表着社会产业的核心,更是科研项目管理工作的重要组成。本文浅要分析了林业科研院所在科研项目管理方面存在的基本问题,结合目前比较成熟的信息系统项目管理方法,根据科研项目的六个维度将科研项目进行四级分类,实现四级管理,有针对性的对项目进行全过程、量化管理,对林业科研院所信息化发展及提升科研管理人员管理水平提出了建设性建议。With the deepening of the reform of science and technology system in China and the implementation of the“release,management,and service”policy,new requirements and challenges have been proposed for the management of scientific research projects in forestry research institutions.Scientific research projects not only represent the core of social industry,but also an important part of scientific research project management.This article briefly analyzes the basic problems existing in the management of scientific research projects in forestry research institutes,and proposes to classify scientific research projects into four levels according to the six dimensions of scientific research projects,to achieve four levels of management.In combination with the current relatively mature information system project management methods,targeted management of the entire process and quantification of projects is carried out.At the same time,constructive suggestions are given for the informatization development of forestry research institutions and the improvement of the management level of scientific research management personnel.
