摘 要:考核评价流域内城市河长制建设水平与成效,可以提高区域环境保护意识和推动河湖生态环境治理。结合河湖长制工作要点构建河长制考核评价体系,运用熵值法对2021年黄河流域9个中心城市进行测度分析。结果表明:郑州市、济南市、青岛市3个城市在河长制建设上成效较为显著,太原市、银川市、呼和浩特市、西宁市、兰州市和西安市在河长制建设上仍存在诸多不足;各中心城市在水环境治理与水生态修复、水污染防治情况、河长体系和工作机制建设方面取得较好的成效,但在水域岸线管护程度、水资源保护力度和执法监督行为方面尚存在诸多不足;流域各中心城市河长制建设各维度间存在发展不平衡的现象,下一阶段仍然要将协调发展作为重点。基于此,黄河流域中心城市河长制建设应从统筹联动合力共治、多元创新促进生态提升和筑牢基础提高运行效率等方面协同发力。Evaluating the current situation and effectiveness of the urban river chief system in the Yellow River Basin can not only improve the regional awareness of environmental protection responsibility,but also promote the protection and governance of river and lake ecological environment in China.In this paper,the assessment and evaluation system of river and lake chief system was constructed based on the key points of river and lake chief system,and the entropy method was used to measure and analyze nine central cities in the Yellow River Basin in 2021.The results are as follows:Zhengzhou,Jinan and Qingdao have achieved remarkable results in the construction of river chief system.while there are still some shortcomings in the construction of river chief system in Taiyuan,Yinchuan,Huhhot,Xining,Lanzhou and Xi’an.These cities have achieved good results in water environment governance and water ecological restoration,water pollution prevention and control,river length system and working mechanism construction,but there are still some deficiencies in the degree of water area and shoreline management,water resources protection and law enforcement supervision.There is still a phenomenon of unbalanced development among the dimensions of river chief system construction in the central cities of the basin,so coordinated development should be taken as the key point in the next stage.Therefore,in the future,the construction of the river chief system in these central cities should be coordinated from the aspects of overall coordination,joint efforts and governance,diversified innovation to promote ecological improvement,and solid foundation to improve operational efficiency.
