摘　　要：[研究目的]在推动实施国家大数据战略,推进数据资源整合与开放共享的背景下,立足当前数字化转型过程中的数据治理问题,具体分析美国政府数据治理思想的逻辑内涵并总结实践经验,为我国政府数据治理工作提供参考思路。[研究方法]引入数据治理“战略-概念-行动”研究框架体系,具体分析近年美国政府的数据战略思想、数据治理概念阐释和数据治理行动计划,解读战略内容、概念构成要素及行动方向。[研究结论]分析发现:规划层面,需要构建数据伦理框架,继续完善数据法规建设以稳固数据治理体系;构建层面,完善国家数据治理标准概念,积极与国际标准接轨;实施层面,统筹协调数据要素,推动形成数据协同共治体系。[Research purpose]At present,China is promoting big data strategy,data resources integration,and data openness and sharing.This research aims to provide references for Chinese government's data governance work based on analyzing the logic of data governance in the U.S.federal government and summarizing the advantages,which may greatly help to solve the data governance issues in the current digital transformation process.[Research method]It introduces the"strategy-concept-action"research framework for data governance,and specifically analyzes the data governance strategies,concepts and actions of the U.S.government.The content of strategies,the building blocks of concepts,and the trends of actions are discussed.[Research conclusion]Important revelations include:at the planning level,it is necessary to construct the framework of data ethics and continue to improve the data legislation to stabilize the data governance system;at the construction level,we need to improve the standards of data governance and actively integrate with international standards;at the implementation level,data elements should be coordinated to promote the formation of the data collaborative co-governance system.
