摘　　要：[研究目的]2021年底发布的ISO 56006《战略情报管理工具和方法》,是世界上首份与情报相关的国际标准。它详细阐述了创新型组织开展战略情报管理、做好战略情报工作的相关问题,特别是基于DIKI模型提出了战略情报周期。系统介绍该标准,具有重要的理论与现实意义。[研究方法]基于ISO 56006标准的文本,采用文献研读和比较研究的方法,系统梳理了战略情报管理的核心概念、逻辑框架和重要创新点,并进行了较全面的评价。[研究结论]相较于现有情报理论,ISO 56006标准在继承中有发展,于借鉴中有突破;其出台既具备外部可能条件,同时也有其内在必然性;虽然存在一定不足,但它对加强战略情报管理理论研究、思考战略情报管理工作,有着重要的参考意义。[Research purpose]ISO 56006 Tools and Methods for Strategic Intelligence Management,published at the end of 2021,is the first intelligence-related international standard.It elaborates on the issues related to strategic intelligence management and strategic intelligence practice in innovative organizations.The strategic intelligence cycle based on DIKI model proposed by the standard has special significance,and a systematic study of it is of great importance both theoretically and practically.[Research method]Based on the text of ISO 56006,adopting the research methods of literature study and comparative research,this paper systematically sorts out the core concepts,logical framework and important innovative ideas of strategic intelligence management,and carries out a comprehensive evaluation.[Research conclusion]Compared with existing intelligence theories,ISO 56006 made developments and breakthroughs out of them.Its publishing is both externally possible and internally necessary.Although there are some deficiencies,it has an important reference significance for strengthening the theoretical research and thinking of issues of strategic intelligence management.
