韧性视角下苏州老新村更新策略研究

摘　　要：苏州老新村作为老旧小区的一种,随着城市高度不确定风险的增加,城市安全管理催生老新村韧性研究。该文基于韧性理论的研究基础,提出韧性视角下苏州老新村更新范式,基于实例探究苏州老新村应急设施减灾不足、空间环境防灾失活、防灾管理效能式微的韧性困境,有针对性地从应急通道、防灾疏散场地两方面提出应急设施弹性优化路径,从防灾与休闲共生、应急与弹性兼蓄提出空间环境活化再生方式,从成立防灾管协会、转译文化特色提出防灾管理共创缔造策略,以期促进苏州老新村安全韧性建设,创造老新村可持续发展之路。As a kind of aging community,Suzhou aging new village has increased the risk of high uncertainty in the city,and urban safety management has given birth to the resilience research of aging and new villages.Based on the research basis of resilience theory,we put forward the renewal paradigm of Suzhou aging new villages from the perspective of resilience,then we explore the resilience dilemma of insufficient disaster mitigation of emergency facilities in Suzhou aging new villages,inactivation of space environment disaster prevention and inactivation,and declining efficiency of disaster prevention management based on examples,and put forward the elastic optimization path of emergency facilities from the aspects of emergency passage a nd disaster prevention a nd evacuation site,finally we propose the space environment activation a nd regeneration method from the perspective of disaster prevention a nd leisure symbiosis,emergency a nd elasticity,a nd put forward the strategy of disaster prevention ma nagement co-creation from the establishment of disaster prevention management association and translation of cultural characteristics,so as to promote the safety a nd resilience construction of Suzhou aging a nd new village,a nd to create a sustaina ble development path for aging new villages.
