摘　　要：在江苏、福建、浙江、上海、山东、河北节水贷实践的基础上,总结节水贷的主要特征,分析当前节水贷在制度设计、应用领域、政策支持、运行机制等方面存在的问题;以建设国家绿色金融体系为导向,借鉴碳减排政策框架,构建节水绿色金融1+N+X政策框架体系,从国家、地方、银行层面完善节水贷运行机制及实施路径,助推我国节水产业加快发展。Based on the local practice of water-saving loans in Jiangsu,Fujian,Zhejiang,Shanghai,Shandong,and Hebei,the main characteristics of water-saving loans are summarized,and the problems and shortcomings of current water-saving loans in institutional design,application fields,policy support,and operational mechanisms are analyzed.Guided by the construction of a national green finance system,drawing on the carbon emission reduction policy framework,a 1+N+X policy framework system for water-saving green finance is constructed.the operation mechanism and implementation path of water-saving loans at the national,local,and bank levels should be improved,and the accelerated development of China’s water-saving industry through green finance should be promoted.
