多源流理论视角下地方高等教育“放管服”改革政策注意力研究  

Policies Research on Provincial Government Attention Distribution of"Decentralization Regulation and Services"in Higher Education from the Perspective of Multiple Streams Theory

摘　　要：研究使用Nvivo软件对24份地方高等教育“放管服”政策文本进行政策注意力配置分析。结果显示:政策注意力排名前三位的议题分别是完善高校内部治理、改进高校教师职称评审机制、完善学科专业设置机制,其中“完善高校内部治理”是地方政府注意力的核心议题,对其他改革议题具有一定的挤出效应。结合多源流理论框架解读政策注意力配置过程,研究认为政府与高校的系列权责分配政策是地方高等教育“放管服”改革的政策流;焦点事件爆发以及人才培养结构转型需求推动了问题流的形成,形成了“改进高校教师职称评审机制”“完善学科专业设置机制”政策注意力;政府治理理念与新时代要求所指向的高校治理模式转型形成了政治流。基于研究发现,提出应遵循有效注意力分配的三要素持续推进“放管服”改革;针对当前改革重点、难点和突破口,地方政府应进一步制定专项实施细则,为高校提供更加务实的制度指导。The study used Nvivo software to analyse the allocation of policy attention based on 24 local government higher education policy texts.The results showed that the top three issues in terms of policy atten⁃tion were improving internal governance of universities improving the evaluation mechanism of university teachers'titles, and improving the mechanism of setting academic disciplines and specialties'.Among them"improving internal governance of universities"is the core issue of local government attention, which has a cer⁃tain crowding-out effect on other reform issues.The article argues that the series of policies on the allocation of powers and responsibilities between the government and universities are the policy streams for local higher education reform;the outbreak of focal events and the need to transform the talent cultivation structure have driven the formation of issue streams, forming the"improvement of the mechanism of university teachers'titles".The outbreak of focal events and the need to transform the talent cultivation structure have driven the formation of the issue source stream resulting in the policy attention of"improving the review mechanism of university teachers'titles"and"improving the mechanism of setting academic disciplines and majors".Based on the find⁃ings of the study, it is proposed that the three elements of effective attention allocation should be followed to continue to promote the"Decentralization, Regulation and Services"reform in view of the current reform prior⁃ities, difficulties and breakthroughs, local governments should further formulate special implementation rules to provide more practical institutional guidance for universities.
