摘　　要：我国标准化建设成效显著,标准化工作不只局限于标准的制定与完善,进行标准实施效果评价与监督是目前旅游标准化需要强化的工作。民宿标准作为民宿行业利益相关者协调发展的指导性文件,其标准水平与导向是推动民宿行业健康发展的关键。自上而下的决策式或等级评价式构建方式使民宿标准停留在纸面或验收挂牌阶段,无法及时顺应市场与客情变化将其运用于实际。本文基于标准化与个性化构建民宿标准适用性评价体系,以旅游民宿国家标准为案例进行模糊综合评价,最终结果显示国家民宿标准适用性较好,但“先进性”“可用性”与“实操性”指标评价结果为一般。最后基于游客、民宿主人和周边居民的需求探讨未来民宿标准的发展方向与落实建议。China’s standardization construction has achieved remarkable results.Standardization work is not limited to the development and improvement of standards.The evaluation and supervision of the implementation effect of standards is the work that needs to be strengthened in tourism standardization.As guiding documents for the coordinated development of stakeholders from homestay industry,the level and orientation of standards for homestay industry are the key to promoting the healthy development of homestay industry.The top-down decision-making or grade evaluation construction method keeps the homestay standards away from implementation,which cannot be actually applied or swiftly adapt to the changes of market and customers.Based on the standardization and personalization,this paper constructs the applicability evaluation system of homestay standards,and takes the national standard of the tourism homestay as a case to carry out the fuzzy comprehensive evaluation.The results show that the national homestay standard has good applicability,but its evaluation results of“advanced”,“usability”and“practical”indicators are general.Based on the needs of tourists,homestay owners and surrounding residents,the paper discusses the development direction and implementation suggestions of future homestay standards.
