政治文化视角下居民参与合作治理的逻辑研究

摘　　要：社区是社会的基本单元和国家基层治理的第一线,社区居民在社区合作治理中扮演重要角色。合作治理的内核在于“合作”,我国合作治理将逐步实现由“政府与社会(或市场)的双向合作”向“政府、社会(或市场)、居民的多元互动合作”转变,这是推进我国国家治理体系和治理能力现代化的重要途径。政治文化可以成为整合多元主体,塑造合作治理伦理,推动合作治理现代化的有效助力。借由政治文化影响居民参与合作治理的路径机制,为完善我国社区合作治理机制链条提供一种新的理论视角。我国以集体主义、爱国主义、人本主义为主导内容的政治文化,直接作用于政府机构、社会组织、居民个人等合作治理主体,强化合作治理运行机制中合作、协商、共享等积极要素,从政治取向、社会环境、行为动机三个层面为我国居民参与合作治理带来多重正向影响。The community is the basic unit of society and the frontier of local governance.Community residents play an irreplaceable role in the community collaborative governance.The core of collaborative governance lies in“collaboration”.The collaborative governance in China will gradually realize the transformation from“two-way collaboration between government and society(or market)”to“pluralistic interactive collaboration among government,society(or market)and residents”,which is an important way to promote the modernization of China’s governance system and governance capability.Political culture can be an effective aid in integrating multiple subjects,shaping the ethics of collaborative governance and promoting the modernization of collaborative governance.Through the path mechanism of political culture influencing residents’participation in collaborative governance,it provides a new theoretical perspective for improving the chain of community collaborative governance mechanism in China.The political culture in China,with collectivism,patriotism,and humanism as the main contents,directly acts on collaborative governance subjects such as government agencies,social organizations,and individual residents.Strengthening the positive elements of collaboration,consultation,and sharing in the collaborative governance operation mechanism,brings multiple positive influences on residents’participation in collaborative governance from the three levels of political orientation,social environment,and behavioral motivation.
