摘  要:人工智能技术变革赋能政府治理转型,为政府治理从数字治理走向智慧治理提供机遇和支撑。人工智能赋能政府治理转型,遵循情境转换、理念嬗变、技术创新、功能转化、机制完善和价值实现的逻辑机理。面对人工智能赋能政府治理转型可能带来的挑战和风险,需要从技术应用、决策辅助、数据安全、民主参与和价值实现层面厘清赋能边界,坚持技术祛魅与技术化归相结合,强化智能决策与人类决策相融合,注重数据运作与规范管理相配合,突出政府主导与民主参与相适应,实现多元价值与统一规范相协调,通过人工智能技术的规范应用助力政府智慧治理的实现。Transformation of AI technology empowers the transition of government governance,providing opportunities and support for the shift from digital governance to smart governance.AI-empowering government governance transformation follows logical mechanisms encompassing scenario transformation,evolving ideologies,technological innovation,functional transitions,institutional enhancements,and value realization.In the face of potential challenges and risks arising from AI-empowering government governance transformation,it is imperative to delineate the boundaries of empowerment from the perspectives of technological application,decision support,data security,democratic participation,and value realization.This involves the approach of persisting in the combination of disenchantment and naturalization of technology,reinforcing the amalgamation of intelligent decision-making and human judgment,emphasizing the synergy between data operation and regulatory management,highlighting the alignment of government leadership and democratic involvement,achieving the harmonization of diverse values and unified standards,and subsequently utilizing the standardized application of AI technology to facilitate the realization of government’s smart governance.
