澳大利亚文件档案管理数据化转型的行动回溯及其启示

摘　　要：通过从战略布局、行动内容、配套保障方面归纳与分析澳大利亚文件档案管理数据化转型行动发现,其要点体现在:数据资产内涵的系统建构、全面融合治理要义、有效建立协作框架、对标文件档案管理要求的工具保障。我国文件档案管理数据化转型优化策略包括:数据内涵融入档案认知、强化治理方法的应用、强化档案机构主体引导的作用、面向整体数据情境配置能力建构的保障。Through summarizing and analyzing the digital transformation of files and archives in Australia from the perspective of strategic layout,operational content and supporting measures,the paper proposes the following key points:the systematic development of data asset connotation,the overall integration of governance essentials,the effective establishment of a collaborative framework,and tools that suit the requirements of file and archive management.The archival digital transformation optimization strategies include the merging of data connotation into archival cognition,the strengthening of management methods,the improvement of the leading role of archival institutions and entities,the guarantee of capacity building for overall data situational configuration.
