创新和地区产业发展的双重窘境与作为解决之道的专利池

摘　　要：创新长期以来一直面临着“高投入、低回报”的困境。其中,知识产权作为创新技术的主要载体,其经济价值被严重低估且远远未得到充分发挥。另一方面,随着“产业重塑城市”越来越成为共识,各地区产业经济发展却陷入严重同质化的窘境。在此背景下,本文针对这一“窘”与“困”背后的原因进行深度剖析,从行业管理的角度指出症结所在,然后针对性地提出解决问题的三大对策,即基于人工智能和区块链技术的专利数据透明化和标准化、以专利为抓手重组产业链、构建和运营产业专利池。Innovation has long been faced with the dilemma of“high investment,low return”.As the main carrier of innovative technology,the economic values of intellectual property right have been seriously underestimated and were far from being fully utilized.The industrial economic development of various regions has fallen into a serious homogenization dilemma due to the consensus of“rebuild the city by industry”.In this context,this paper conducts an in-depth analysis of the reasons behind such dilemma,points out the crux of the problem from the perspective of industry management,and then proposes three countermeasures to solve the problem,that is,patent data transparency and standardization based on artificial intelligence and blockchain technology,reorganizing the industrial chain through patents,and establishing and operating industrial patent pool.
