Policies for sinking of high-quality nursing resources in China: a textual analysis

摘　　要：目的探讨我国优质护理资源下沉政策的特点,为开展优质护理资源下沉提供参考。方法选取2016年—2022年发布的32份优质护理资源下沉政策文本,采用内容分析法分析资料,采用例数和百分比描述政策文本的数量和比例。结果供给型政策工具较多,占84.4%(27/32),包括优质护理人力资源的特征、资金投入和基础设施建设。需求型政策工具最少,占61.5%(20/32),包括提高基层护理服务能力、开展延续性护理和丰富老年护理模式。环境型政策工具占81.3%(26/32),包括医联体建设、对口支援、家庭医生签约服务制度和“互联网+护理”。结论优质护理资源下沉政策文本以供给型和环境型政策工具为主,而需求型政策工具不足。建议探索优质护理资源的要素及其特征,了解基层对优质护理资源下沉的需求,促进临床实践落实优质护理资源下沉政策。Objective To explore the characteristics of policies for the sinking of high-quality nursing resources,and to provide reference for the implementation of high-quality nursing resource sinking.Methods We selected 32 policy documents of high-quality nursing resource sinking issued between 2016 and 2022.The documents were analyzed by using content analysis.Frequency and percentage were used to describe the quantity of the policies.Results Supply policy tool was more widely used,accounting for 84.4%(27/32),with the characteristics of high-quality nursing human resources,fund investment and infrastructure construction.Demand policy tool was the least,accounting for 61.5%(20/32),with the characteristics of improving the capacity of primary care services,carrying out extended nursing,and enriching elderly care models.Environmental policy tool accounted for 81.3%(26/32),including integrated healthcare systems,pairing assistance,contract service system for family doctors,and“Internet+nursing”model.Conclusion Supply policy tools and environmental policy tools dominate the policies for sinking high-quality nursing resources,while demand policy tools are insufficient.The study recommends investigating the main elements and characteristics concerning the sinking of high-quality nursing resources,and exploring the demand from primary medical institutions,so as to facilitate the effective implementation of the policy regarding high-quality nursing resource sinking in clinical practice.
