公共治理视角下基层体育社会组织的培育逻辑、制度困境与应对策略

摘　　要：基层体育社会组织是体育公共治理的主体之一,发挥着治理传导载体、治理绩效衡量尺度和公共利益表达等作用。结合公共治理理论,从健全治理结构、完善治理机制、调适治理关系三个层面阐释了基层体育社会组织的培育逻辑。认为当前基层体育社会组织的制度困境主要表现在:治理主体与政策惠及的选择性支持和隐性控制、服务主体与资源获致不足和协作竞赛与公共性弱化三个方面,进而提出了基层体育社会组织的制度供给对策:(1)构建以基层体育社会组织为主体的体育治理体系;(2)优化购买服务的制度安排与透明资源供给机制;(3)从兼顾本位功能和延展功能、公众需求为导向等方面进行长效公共性构建。Primary level sports social organizations are the main body of sports public governance.It plays a role as the governance transmission carrier,governance performance measurement scale as well as a role in public interest expression.This paper employs public governance theory to explain the development logic of primary level sports social organizations from three aspects:improving governance structure,optimizing governance mechanism,and adjusting governance relationships.At present,the development of primary level sports social organizations are faced with difficulties coming from selective support and implicit control by the local government policies,lack of resources,lack of competition in the supply of sports public services,and a weakening of publicness This paper proposes strategies such as constructing a sports governance system with primary level sports social organization as the main body,optimizing the institutional arrangement for the purchase of sports public services and making the resource supply mechanism more transparent,carrying out long-term publicness in terms of its basic functions,extended functions,and public demand orientation etc.
