摘　　要：“近邻”党建是有效推进社会治理现代化的治理形式,其不仅在制度优势和技术供给的推动下发挥作用,也包含运用情感治理理念营造党组织与居民群众“一家亲”的社区氛围,充分发挥“邻”距离服务优势,阐释“社区情感共同体”在新时代社区治理的时代内涵。围绕福州市晋安区“近邻”党建模式,从制度、资源和技术三个维度构建“情感治理”的理论分析框架,剖析“情感治理”对社区情感共同体营造的赋能作用。通过坚持和完善新时代“枫桥经验”、持续加强资源下沉全过程监督及优化配置、加大智能化基础设施建设等,为未来基层党建与社区自治的地方性融合提供可操作性的对策建议,从而助力我国城市现代化进程。The“neighborhood”party building is an effective form of governance to promote the modernization of social governance.It not only plays a role under the promotion of institutional advantages and technological supply,but also involves using the concept of emotional governance to create a community atmosphere where party organizations and residents are“family friendly”,fully leveraging the advantage of“neighborhood”distance service,and explaining the era connotation of“community emotional community”in the new era of community governance.Focusing on the“neighborhood”party building model in Jin’an District,Fuzhou City,a theoretical analysis framework of“emotional governance”is constructed from three dimensions of system,resources,and technology,and the empowering role of“emotional governance”in creating a community emotional community is analyzed.By adhering to and improving the“Fengqiao Experience”of the new era,continuously strengthening the supervision and optimization of the entire process of resource sinking,and increasing the construction of intelligent infrastructure,practical countermeasures and suggestions are provided for the local integration of grassroots party building and community autonomy in the future,thereby assisting the process of urban modernization in China.
