渔港项目超概算原因及对策研究

摘　　要：针对渔港项目超概算现象,从法律法规层面出发,结合项目建设基本流程,对渔港项目超概算问题进行深入分析,提出了超概算问题的预防与解决之策。研究表明:重视项目立项决策工作、加强设计阶段的造价控制及施工阶段的成本控制,是渔港项目超概算问题的预防之策,而解决之策得从法律法规层面着手。In the light of the phenomenon of overbudget of fishing port project,this paper,starting from the level of laws and regulations,analyzes the problem of overbudget of fishing port project combined with the basic process of project construction,puts forward the prevention and solution of the problem of over budget.The results show that it is a preventive measure to pay attention to the decision-making work of project establishment,to strengthen the cost control in the design stage and the cost control in the construction stage,and the solution must start from thelevel of laws and regulations.
