摘　　要：俄罗斯小麦供需总体呈现盈余状态,小麦出口量不断增加,进口量非常少,主要是为了对国内短缺品种进行补充和调剂。当前,中国小麦进口来源国的集中度较高。中国全面放开进口俄罗斯小麦是实现小麦贸易来源多元化的途径之一。通过分析发现,中国小麦自给率高,获得小麦进口关税配额的粮食贸易企业都会优先进口国内短缺的小麦品种。虽然俄罗斯小麦具有价格优势,但是俄罗斯跨境贸易便利化程度低,中国从俄罗斯进口小麦的运输成本较高,俄罗斯供给的小麦与中国需求的小麦等级匹配度低,中国民营企业获得小麦进口关税配额少且配额外税率较高等都是影响中俄小麦贸易的因素。Dilinaer Aiheikati The supply of and demand for Russia's wheat is in surplus in total.Wheat export keeps increasing while Russia's wheat import,a negligible volume,is intended to supplement and adjust domestic shortage category.The level of concentration of the countries of origin of wheat production for China is high and China's lift of controls on the import of Russian wheat is one of the channels for the diversification of China's wheat import.China enjoys high self-sufficiency rate of wheat and the entities operating in food trade acquired the quotas for import are likely to import the categories of wheat that domestic market is short of.In despite of the fact that Russian wheat enjoys the advantage of low price,there are still a couple of factors frustrating China-Russia wheat trade,i.e.,low level of facilitation of Russia's cross-border trade,high transportation cost for China to import wheat from Russia,low matching level between the categories of Russia's supply of wheat and the categories that China demands,high self-sufficiency rate of China's wheat production,insufficient import quotas for private enterprises and high tax burden beyond the quotas,etc.
