诱致性制度变迁视角下乡村产业振兴的现实进路——基于中原农村地区的案例研究

摘　　要：乡村产业振兴是乡村振兴的基石。深入剖析影响乡村产业振兴成效的关键要素并揭示各要素对乡村产业发展的具体作用机理,对于推动构建现代化的乡村产业体系、实现乡村产业兴旺的目标具有重要意义。通过解读乡村产业振兴相关政策文件与分析地方乡村产业振兴具体实践过程发现,以产权制度和经营制度创新为核心内容的乡村产业振兴具有鲜明的诱致性特征。以诱致性制度变迁为理论基础构建起“制度变迁动力—制度变迁成本—制度变迁收益—政府主导的制度供给”四维模型分析发现,乡村产业振兴是上述四维核心要素相互作用的结果。针对制度变迁过程中各个主导要素存在的缺陷,建议在尊重农民意愿和主体性地位的基础上,应充分发挥政府制度供给上的独有优势,从激活内生动力、降低变迁成本、保障变迁收益和优化制度供给等路径推动乡村产业振兴,以保障和实现乡村振兴的平稳有序推进。Rural industry revitalization serves as the foundation for rural revitalization.Conducting an in-depth analysis of the key factors impacting the efficacy of rural industry revitalization and uncovering the specific mechanisms associated with each factor’s contribution to rural industry development holds significant importance in advancing the establishment of a modern rural industry system and achieving the goal of rural industrial prosperity.By examining relevant policy documents and analyzing the practical implementation of rural industry revitalization,it becomes apparent that the revitalization process,centered around innovation in property rights and management systems,exhibits distinct induced characteristics.Drawing upon induced institutional change,a comprehensive four-dimensional model encompassing“dynamics of institutional change,costs of institutional change,benefits of institutional change,and government-led institutional supply”is constructed.This model reveals that rural industry revitalization results from the interplay of these four core elements.Acknowledging the limitations of each leading factor in the institutional change process,it is recommended that,while respecting the will and subjectivity of farmers,the unique advantages of government-led institutional supply should be fully harnessed.To promote the revitalization of rural industry,it is crucial to activate endogenous drivers,minimize the costs associated with change,ensure the benefits of change,and optimize institutional supply.Such measures will guarantee the steady and orderly progress of rural revitalization,while safeguarding its realization.
