摘 要:北京市供热目前大多按面积收费,少部分按照热计量收费,对于传统供热方式收费由市价格主管部门定价,对于地热及热泵等新供热方式授权区人民政府定价,但目前各区尚未针对新能源供热方式进行单独定价。随着以新能源和可再生能源为主的多能耦合供热系统的迅速发展,对于新能源供热价格形成机制研究需要进行深入研究,以推动新能源供热发展。通过对新能源和可再生能源供热建设环节和运营环节各项成本进行分析,同时考虑未来碳交易收入对补贴的影响,在此方面的探索可为政府制定可再生能源供热价格提供参考。Currently,most of the heat supply in Beijing is charged based on building area,and a small portion is charged based on quantity of heat.The traditional heating method is priced by the municipal price regulatory department,while the new heating methods such as geothermal and heat pumps are authorized by each district government to set prices.However,currently,each district government has not yet established price for new energy heating methods.With the rapid development of multi-energy coupling heating systems mainly based on new energy and renewable energy,in-depth research on the pricing mechanism of new energy heating is needed to promote its development.Through analyzing the various costs of building and operating renewable energy heating,and considering the impact of future carbon trading income on subsidies,exploring this aspect can provide a reference for the government to formulate prices for renewable energy heating.
