矿产资源安全保障的经济策略——基于新发展格局视角

摘　　要：新发展格局下的矿产资源安全保障是以国内市场为基础、国内资源保障为底线,兼顾国外市场和国外资源为补充的资源保障体系,通过经济政策提高我国矿产资源安全保障能力具有现实意义。文章在系统分析基础地质调查、矿产资源勘查和矿产资源开发3个阶段经济特征基础上,指出我国矿产勘查开发存在基础地质调查投入不足、矿产勘查激励政策尚不健全、矿产开发税费体系不完善等3方面问题。结合部分国家关于矿产资源安全保障方面的经济政策实践,提出新发展格局下我国矿产资源安全保障经济政策改革方向:①国内重点加强基础地质调查投入和服务、建立健全矿产勘查激励政策、完善开采阶段收益分配制度;②加强国外资金补充能力建设应以资金支持为核心,构建稳定的海外投资合作关系、制定形式多样的资金支持政策。The mineral resources security assurance under the new development pattern is based on the domestic market,take the domestic resource security assurance as the bottom line,and the resource security assurance system supplemented by foreign markets and foreign resources.It is of practical significance to improve our mineral resource security capability through economic policies.Based on the systematic analysis of the economic characteristics of the three stages of basic geological survey,mineral resources exploration and mineral resources development,the paper points out that there are three problems in mineral exploration and development:insufficient investment in the basic geological survey,unsound incentive policy for mineral exploration,and imperfect tax system for mineral development.According to the economic policy practice of some countries on mineral resource security assurance,the reform direction of economic policy on mineral resource security assurance under the new development pattern is put forward:①at domestic level,we should focus on strengthening input and services in the basic geological survey,establishing and improving incentive policies for mineral exploration,and improving the income distribution system at the mining stage;②financial support should be the core of strengthening the capacity building of foreign capital supplement,stable overseas investment cooperation relations should be established and various forms of financial support policies should be formulated.
