社区利益协议在美国体育场馆建设中的经验及启示

摘　　要：采用文献资料、案例分析等研究方法,对国外场馆建设中社区利益协议的应用经验以及对我国的启示展开研究。研究认为,社区利益协议具有清晰且灵活的协议内容,能给予社区居民最大的利益补偿,并建立了代表社区的广泛联盟,确保协议信息的及时公开,因此,对于协调多元主体的利益冲突具有重要意义。立足本国实际,提出对我国体育场馆建设中的启示:提前建立沟通与协商机制、提高政府治理能力、鼓励社会力量参与、提升公民参与意识。Using research methods such as literature and case studies,this paper conducts on the experience of applying community benefit agreements in the construction of foreign venues and the implications for China.The study concludes that community benefit agreements have clear and flexible agreement terms,maximize the compensation for residents,establish a widespread alliance representing the community,and ensure the timely disclosure of agreement information,and therefore are important for coordinating the conflicting interests of multiple subjects.Based on the reality,this paper suggests the following inspirations for the construction of sports stadiums in China:establishing communication and consultation mechanisms in advance;improving the governing capacity of the authorities;encouraging the participation of the society;and raising the awareness of citizen participation.
